Dr. B. S. Tomar (M.Sc., M.Phil. Ph. D) founded the IMES for the empowerment of the deprived and ignored sections of the society. Dr. Tomar is involved in a number of social services related initiatives in the region. of the deprived Presently he is chairman of the 6 ITI which run under the aegis of IMES. He follows the quotes as – “ Whosoever comes to me, through what so ever from, I reach him. All men are struggling through paths which in the end lead to me”.-Bhagavad Gita.

Dr. Tomar is the Chairman, Federation of All India I.T.I. Associations. He is also the Founder President of the U.P Private I.T.I. Management Association.
